171. The task of the Witnesses Protection and Victims Participation Section is twofold: to provide protective measures and security arrangements, counselling and other appropriate assistance for witnesses and victims who appear before the Court and to others who are at risk on account of testimony given by such witnesses, and to develop and implement systems and mechanisms for reparations to victims.

2. In relation to victims, witnesses and others who are at risk on account of testimony given by such witnesses, the Registrar shall be responsible for the performance of the following functions in accordance with the Statute and these Rules:

(v) Formulate long- and short-term plans for the protection of witnesses, victims who appear before the Court, and others who are at risk on account of testimony given by such witnesses, as necessary; in cases of victims of sexual violence, gender-sensitive measures may be taken facilitating the participation and testimony at all stages of the Court proceedings;

(a) With respect to all witnesses, victims who appear before the Court, and others who are at risk on account of testimony given by such witnesses, in accordance with their particular needs and circumstances:
