في الدورة الحادية والستين، حثت الجمعية العامة الدول الأطراف التي لم تفِ بالتـزاماتها بموجب المادة السابعة على أن تفعل ذلك دون مزيد من التأخير؛ وأكدت من جديد أهمية أحكام المادة الحادية عشرة المتعلقة بالتنمية الاقتصادية والتكنولوجية للدول الأطراف، وأشارت إلى أن التنفيذ الكامل والفعال وغير التمييزي لتلك الأحكام يسهم في انضمام الجميع إلى الاتفاقية (القرار 61/68).

The IMF noted that it had continued to encourage the acceptance of the obligations of article VIII, sections 2, 3 and 4, of its Articles of Agreement by those members that continued to avail themselves of the transitional arrangements of article XIV. In 1993-1994, 17 member countries had accepted the obligations of article VIII, which had brought the total number of countries that had accepted the obligations of article VII to 91.
١٥ - وأشار صندوق النقد الدولي الى أنه قد واصل تشجيع اﻷعضاء الذين استمروا في الاستفادة من الترتيبات الانتقالية للمادة الرابعة عشرة على قبول الالتزامات الواردة في المادة الثامنة، والبنود ٢ و ٣ و ٤ من مواد الاتفاق الخاص به. وفي الفترة ١٩٩٣ - ١٩٩٤، قبل ١٧ بلدا عضوا الالتزامات الواردة في المادة الثامنة، وبذلك أصبح العدد الاجمالي للبلدان التي قبلت الالتزامات الواردة في المادة السابعة ٩١ بلدا.
