The Act puts into practice the principle, prescribed by the Convention, that all offences should be treated as if they had been committed not only in the place in which they occurred but also in the territories of the other States parties.

4. ٤ - للدول اﻷطراف - إذا اقتضت الضرورة وﻷغراض تسليم المجرمين - أن تعامل الجرائم المشار إليها في الفقرة ١ من المادة ١ من هذه الاتفاقية كما لو كانت قد ارتكبت لا في مكان وقوعها فحسب بل وفي أي مكان يقع داخل حدود الولاية القضائية للدولة المطالِبة بالتسليم.
