Recalling that the Committee at its thirty-eighth meeting concluded that Greece was in noncompliance with the production control measures of the Montreal Protocol for Annex A, group I, controlled substances (CFCs) in 2005 and the provisions contained in Article 2 of the Protocol that prescribe the requirements for the transfer of the rights to produce those substances,
