In section I.H of its resolution 44/198 of 21 December 1989, the General Assembly approved the recommendation of ICSC to establish a floor net salary level for staff in the Professional and higher categories, by reference to the corresponding base net salary levels of officials in comparable positions serving at the base city of the comparator civil service.
٣ - وافقت الجمعية العامة، في الجزء اﻷول حاء من قرارها ٤٤/١٩٨ المؤرخ ٢١ كانون اﻷول/ديسمبر ١٩٨٩، على توصية لجنة الخدمة المدنية الدولية بتحديد مستوى أدنى لصافي مرتبات موظفي الفئة الفنية والفئات العليا بالرجوع الى مستويات صافي المرتبات اﻷساسية للموظفين الذين يشغلون وظائف مماثلة في المدينة اﻷساس للخدمة المدنية المتخذة أساسا للمقارنة.

Resolution 44/198 provided for " the establishment of a floor net salary level for staff in the Professional and higher categories by reference to the corresponding base net salary levels of officials in comparable positions serving at the base city of the comparator civil service " .
فقد نص القرار ٤٤/١٩٨ على " تحديد مستوى أدنى لصافي مرتبات موظفي الفئة الفنية والفئات العليا بالرجوع إلى مستويات صافي المرتبات اﻷساسية للموظفين الذين يشغلون وظائف مماثلة في المدينة اﻷساس للخدمة المدنية المتخذة أساسا للمقارنة " .

He noted that it was important to ensure a minimum base salary for all staff at all duty stations by reference to the corresponding base net salary levels of officials in comparable positions serving at the base city of the comparator civil service.

The concept of a base/floor salary scale was introduced with effect from 1 July 1990 by the General Assembly in section I.H of its resolution 44/198 of 21 December 1989, when it provided for " the establishment of a floor net salary level for staff in the Professional and higher categories by reference to the corresponding base net salary levels of officials in comparable positions serving at the base city of the comparator civil service " .

The General Assembly, in its resolution 44/198, had decided that the base/floor scale would be set by reference to the corresponding base net salary levels of officials in comparable positions serving at the base city of the comparator civil service.
