Another major advance in the area of gender occurred in 1979 when the General Assembly adopted the Convention on the Elimination of All Forms of Discrimination against Women.6 It amplified the 1967 Declaration by calling for the modification of social and cultural patterns of prejudice based on ideas of inequality between men and women.

Article 4 of the International Convention on the Elimination of All Forms of Racial Discrimination prohibits all propaganda and all organizations which are based on ideas or theories of racial superiority or incite racial hatred and discrimination.

3.1 The petitioner submits that the State party failed to criminalize hate speech and all propaganda based on ideas or theories of superiority of one race or group of persons of one colour or ethnic origin, or which attempt to justify or promote racial hatred and discrimination in any form.
