11- وينص العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية في الفقرة 2 من المادة 1 فيه على أن لجميع الناس الحق في التصرف بحرية في ثرواتهم ومواردهم الطبيعية " دونما إخلال بأية التزامات منبثقة عن مقتضيات التعاون الاقتصادي الدولي القائم على مبدأ المنفعة المتبادلة وعن القانون الدولي " .

ولا ترِد مثل هذه الصيَغ في العهد الدولي الخاص بالحقوق المدنية والسياسية، باستثناء نص المادة الأولى المشتركة بين العهدين، التي تنص على حرية التصرف في الموارد الطبيعية " دونما إخلال بأية التزامات منبثقة عن مقتضيات التعاون الاقتصادي الدولي القائم على مبدأ المنفعة المتبادلة وعن القانون الدولي " .
