14. While it is not possible for a sponsoring State to absolutely guarantee that the Contractor will comply with its international obligations or the State's directions, there are nonetheless certain stipulations that can be imposed on the Contractor which, owing to their onerous nature, will operate to deter the Contractor from breaching such obligations.
