The international community should arrive at a clear definition of terrorism in order to be able to differentiate between the struggle of peoples for independence and self-determination and acts of violence aimed at innocent people for the purpose of material gain or for objectives which had nothing to do with the lofty ideals of the peoples' struggles.

If undue pressure had not made it impossible to assess more objectively the threats that face the international community, it would not have been difficult to agree that the lofty objectives of larger freedom, development, security and human rights for all would be much better served through the promotion of dialogue, rather than providing a more comfortable license for pre-emption and the use of force.

Finally, I should like to highlight and pay tribute to the work carried out by the United Nations, the International Committee of the Red Cross, the Geneva International Centre for Humanitarian Demining and the International Campaign to Ban Landmines, as well as many other institutions whose efforts and dedication are proving to be very productive in the continuing campaign in favour of this lofty cause.
وأخيرا، أود أن أبرز وأحيي العمل الذي تقوم به اﻷمم المتحدة، واللجنة الدولية للصليب اﻷحمر ومركــز جنيف الدولي ﻹزالة اﻷلغام ﻷغراض إنسانية والحملــة الدولية لحظر اﻷلغام اﻷرضية، وكذلك العديـــد مــن المؤسسات اﻷخـــرى التي ثبت أن جهودهـا وتفانيهـا مثمرين للغاية فــي مواصلة الحملة من أجل هذه القضية السامية.
