والفرصة المتاحة أمام مجلس الأمن، بعد تأييده من المشاركين الرفيعي المستوى في القمة، وعقب الاقتراح المكون من خمس نقاط الذي قدمه الأمين العام في تشرين الأول/أكتوبر 2008، هي فرصة عظيمة أخرى لأن يصبح ضامنا قويا لأمن جميع الدول غير الحائزة للسلاح النووي، وذلك بالحيلولة دون تعرض هذه الدول لاستخدام الأسلحة النووية أو للتهديد باستخدامها.

What determines a liquidity crisis? Is it because the projected financing gaps can be filled by a traditional flow rescheduling of the Paris Club? or because of a temporary shortfall in exports, or a temporary lack of access to foreign lending, or a bunching of debt maturities? It is also well known that a liquidity crisis can become a solvency crisis if the relief on debt servicing is not sufficient to promote a strong recovery.
فما الذي يحدد أزمة السيولة؟ أهي بسبب أن ثغرات التمويل المسقطة يمكن سدّها بإعادة جدولة تقليدية للتدفقات من جانب نادي باريس؟ أم بسبب عجز وقتي في الصادرات أو تعذر الحصول بشكل وقتي على قروض من الخارج، أم تجمع ديون مستحقة في وقت واحد؟ ومن المعروف جيدا كذلك أن أزمة السيولة يمكن أن تصبح أزمة عجز عن الوفاء إذا كان تخفيف عبء خدمة الدين غير كاف لتعزيز انتعاش قوي.
