251. With respect to communication No. 104/1998 (M.B.B. v. Sweden), the Committee was of the view that the information before it did not show substantial grounds for believing that the author, who claimed to have been a member of the Iranian Revolutionary Guards and deserted, run a personal risk of being tortured if he was sent back to the Islamic Republic of Iran.
