The Secretary-General's 1998 report to the Security Council and the General Assembly on the causes of conflict and the promotion of durable peace and sustainable development in Africa (A/52/871-S/1998/318) recommended, inter alia, that creditor countries convert into grants all the remaining bilateral debts of poorest African countries.

22. Urges the implementation of the enhanced programme of debt relief for the heavily indebted poor countries without delay and the cancellation of all official bilateral debts of those countries, in the context of poverty eradication, in return for their making demonstrable commitments to poverty reduction as part of their overall development strategy;
22 - تحث على تنفيذ البرنامج المعزز لتخفيف ديون البلدان الفقيرة المثقلة بالديون دون تأخير وعلى إلغاء جميع الديون الثنائية الرسمية المستحقة على تلك البلدان، في إطار القضاء على الفقر، ومقابل تقديمها تعهدا واضحا بالقضاء على الفقر باعتباره جزءا من استراتيجيتها الإنمائية الشاملة؛

4. Recalls once again the call on industrialized countries, as expressed in the Millennium Declaration, to implement the enhanced programme of debt relief for heavily indebted poor countries without further delay and to agree to cancel all official bilateral debts of those countries in return for their making demonstrable commitments to poverty reduction;
4- يذكِّر مرة أخرى بالدعوة الموجهة إلى البلدان الصناعية في إعلان الألفية من أجل تنفيذ البرنامج المعزز لتخفيف ديون البلدان الفقيرة المثقلة بالديون، دون مزيد من التأخير، والموافقة على شطب جميع الديون الثنائية الرسمية لهذه البلدان على أن تثبت التزامها بالحد من الفقر؛

(b) Adopting measures to substantially reduce the bilateral debts of the least developed countries, in particular the countries of Africa, as soon as possible, and exploring other innovative approaches to managing and alleviating the onerous debts and debt service burdens of other developing countries as soon as possible;

He called for debt relief through cancellation of the multilateral and bilateral debts of least developed countries, duty-free and quota-free market access on a lasting basis for all least developed countries and easier accession to the World Trade Organization (WTO) for all developing countries, in particular the least developed countries, in accordance with the principles of special and differential treatment.
