The Budapest summit set the Chairman-in-Office of CSCE the task of conducting negotiations for the conclusion of a political agreement on the cessation of the armed conflict, the implementation of which would eliminate major consequences of the conflict and permit the convening of the Minsk Conference.

We would like to emphasize in particular the 1992 Helsinki Document, the Decisions of the Budapest summit of 1994, as well as the Decisions of the most recent Budapest Ministerial Council of 1995, where, among other things, principles and procedures for OSCE peace-keeping activities were established and reaffirmed.

With the decision of 6 December 1994 by the Heads of State or Government at the OSCE Budapest summit meeting on intensification of OSCE action in relation to the Nagorny Karabakh conflict, the process towards a lasting solution of this tragic conflict entered a new stage.

2. During the eight months since the previous report, the Co-Chairmen of the OSCE Minsk Conference, acting on the basis of the OSCE Budapest summit decision of 6 December 1994, continued to promote:
٢ - وقد واصل رئيسا مؤتمر مينسك لمنظمة اﻷمن والتعاون في أوروبا، خلال الثمانية أشهر التي مرت منذ تقديم التقرير السابق، وهما يتصرفان بالاستناد إلى مقرر اجتماع قمة بودابست لمنظمة اﻷمن والتعاون في أوروبا المؤرخ ٦ كانون اﻷول/ديسمبر ١٩٩٤، تشجيع ما يلي:

Since the Budapest summit in 1994, when the Conference obtained its present status as an organization, its agenda has grown, enabling it to face a number of old and new challenges in our region.
فمنذ قمة بودابست في عام ١٩٩٤، عندما حصل المؤتمر على مركز المنظمة الحالي، تنامى جدول أعمالها، مما مكنها من التصدي لعدد من التحديات القديمة والجديدة في منطقتنا.

At the CSCE Budapest summit on 5 and 6 December 1994, it was decided that the heads of State and Government of the countries members of CSCE would launch a process under the co-Chairmen of the Minsk Conference to coordinate all mediation efforts within the CSCE framework.

As Chairman-in-Office for 1995 of the Organization for Security and Cooperation in Europe, he wished to draw attention to document NPT/CONF.1995/13 containing an excerpt from the Budapest summit Declaration adopted in December 1994 by the Heads of State and Government of the States participating in the Conference on Security and Cooperation in Europe.

Acting on an initiative of the European Union, the Conference on Security and Cooperation in Europe (CSCE) decided at the Budapest summit last year to reinforce cooperation with the United Nations and with the trans-Atlantic organizations.
