In its resolution 44/198, the General Assembly introduced the concept of the base/floor salary scale for staff in the Professional and higher categories, set by reference to the corresponding net salary levels of officials in comparable positions serving in the base city of the comparator civil service (the federal civil service of the United States of America) with effect from 1 July 1990.
٢ - استحدثت الجمعية العامة، في قرارها 44/198، مفهوم جدول المرتبات الأساسية/الدنيا للموظفين من الفئة الفنية والفئات العليا، الذي يحدَّد بالرجوع إلى مستويات صافي مرتبات الموظفين الذين يشغلون وظائف مماثلة ويعملون في المدينة الأساس التي تضم قطاع الخدمة المدنية المتخذة أساساً للمقارنة (الخدمة المدنية الاتحادية في الولايات المتحدة الأمريكية)، على أن يسري اعتبارا من 1 تموز/يوليه 1990.
