The Secretary-General takes this opportunity to recall that, under the established international practice, only Heads of State, Heads of Government or Ministers for Foreign Affairs are empowered, by virtue of their functions, to sign a treaty on behalf of a State without having to produce full powers to that effect.
ويغتنم الأمين العام هذه الفرصة ليذكِّر بأنه، بموجب الممارسة المتّبعة دوليا، يجوز لرؤساء الدول أو رؤساء الحكومات أو وزراء الخارجية دون غيرهم أن يوقِّعوا بحكم منصبهم. معاهدة باسم الدولة دون إبراز تفويض كامل لهذا الغرض.

2. by virtue of their functions and without having to produce full powers, the following are considered as representing a State for the purpose of formulating a reservation at the international level:
2- تكون للأشخاص التالين، بحكم وظائفهم ودونما حاجة إلى تقديم وثيقة تفويض مطلق، صلاحية تمثيل الدولة لغرض إبداء تحفظ على المستوى الدولي:

Under the established international practice, only Heads of State, Heads of Government or Ministers for Foreign Affairs are empowered, by virtue of their functions, to sign treaties, on behalf of States without having to produce to full powers to that effect.
