It was stressed that the principle of impartiality was important and, concerning its proportionality component, it was asserted that the response to a disaster should be in proportion both to the practical needs of affected regions and peoples and to the capacity of affected States for providing their own relief and receiving relief from others.

The General Assembly, in its resolution 64/179, encouraged Member States to support UNODC in continuing to provide targeted technical assistance to enhance the capacity of affected States to combat piracy, including by assisting Member States in creating an effective law enforcement response and strengthening their judicial capacity.

We therefore encourage collective responses to this global scourge and call upon the international community to continue to support the United Nations Office on Drugs and Crime (UNODC) in its efforts to enhance the capacity of affected States to combat a broad range of criminal activity addressed by the Convention, including money laundering, corruption, piracy, trafficking in persons and crimes related to narcotics.

"
