This cooperation framework, details of which are given in chapter IV of this report (particularly in para. 112), should be based on a firm undertaking to put into effect in a reasonably short period the recommendations made repeatedly by the Special Rapporteurs and the Independent Expert on Equatorial Guinea appointed by the Commission on Human Rights since 1979.
