Also at its 1st meeting, the Committee decided, without objection and in accordance with established practice, to consider, in conjunction with agenda item 81, chapter VI of the report of the Special Committee, relating to military activities and arrangements by colonial Powers in Territories under their administration (see A/57/23 (Part II)).

By its decision 22/17 C, the Council/Forum decided to authorize the Executive Director to transmit chapter VI of the report of the Executive Director and the note of the Executive Director, on its behalf, together with comments made by delegations thereon, especially on the need for institutional capacitybuilding, to the General Assembly at its fifty-eighth session, in accordance with resolution 3436 (XXX).

Mr. Galicki (Chairman of the International Law Commission), introducing chapter VI of the report of the International Law Commission (A/54/10), noted that at its fifty-first session, the Commission had considered the part of the third report of the Special Rapporteur which it had not been able to consider at its fiftieth session, and also the first part of the fourth report on the topic.
