Paragraph 3 of Article 3 of the Stockholm Convention states that " each party that has one or more regulatory and assessment schemes for new pesticides or new industrial chemicals shall take measures to regulate with the aim of preventing the production and use of new pesticides or new industrial chemicals which, taking into consideration the criteria in paragraph 1 of Annex D, exhibit the characteristics of persistent organic pollutants " .
1 - تنص الفقرة 3 من المادة 3 من اتفاقية استكهولم على أن " يتخذ كل طرف، لديه خطة تنظيمية وتقييمية أو أكثر لمبيدات الآفات الجديدة أو المواد الكيميائية الصناعية الجديدة، تدابير لكي ينظم، بهدف المنع، إنتاج واستخدام مبيدات الآفات الجديدة أو المواد الكيميائية الصناعية الجديدة التي تظهر، مع مراعاة المعايير الواردة في الفقرة 1 من المرفق دال، خصائص الملوثات العضوية الثابتة " .
