In the light of the objectives and schedules contained in the Declaration on the commitments to enhance the implementation of the obligations of the Convention (decision 8/COP.4), the programmes are planning to support national processes and therefore to assist the UNCCD national focal points upon request.

In the light of decisions 8/COP.4 (Declaration on the commitments to enhance the implementation of the obligations of the Convention) and 4/COP.6 (on the implementation of this Declaration), the secretariat prepared a report to facilitate the review of these processes by the Committee.

5. Calls upon all Parties, relevant international and non-governmental organizations, foundations and the private sector to continue supporting efforts towards the successful implementation of the Declaration on the commitments to enhance the implementation of the obligations of the Convention.

29. The Declaration on the commitments to enhance the implementation of the obligations of the Convention (decision 8/COP.4) requested all affected Parties to finalize their national action programmes (NAPs) by the end of 2005 (ICCD/COP(4)/11/Add.1).

At the fourth session of the Conference of the Parties to the United Nations Convention to Combat Desertification (CCD), which was held in Bonn in December 2000, the Ministers and Heads of Delegation of the Parties adopted decision 8/COP.4 on commitments to enhance the implementation of the obligations of the Convention.
أولا- الخلفية 1- اعتمد وزراء ورؤساء وفود الأطراف في الدورة الرابعة لمؤتمر الأطراف في اتفاقية الأمم المتحدة لمكافحة التصحر، الذي عقد في بون في كانون الأول/ديسمبر 2000، المقرر 8/م أ-4 بشأن التعهدات المتصلة بتعزيز تنفيذ الالتزامات بموجب الاتفاقية.

9. The first forward-looking document on enhancing the implementation of the Convention was adopted by COP 4 in 2000 in the form of a Declaration on the commitments to enhance the implementation of the obligations of the Convention (Bonn Declaration, decision 8/COP.4).
9- وقد اعتمد مؤتمر الأطراف في دورته الرابعة المعقودة في عام 2000 أول وثيقة تطلّعية عن تحسين عملية تنفيذ الاتفاقية، صدرت في شكل إعلان بشأن التعهدات المتصلة بتعزيز تنفيذ الالتزامات بموجب الاتفاقية (إعلان بون، المقرر 8/م أ-4).

1. Decision 8/COP.4 on commitments to enhance the implementation of the obligations of the United Nations Convention to Combat Desertification (CCD) (Bonn Declaration) reaffirms the commitment of the Parties to step up efforts to combat land degradation in order to remedy the grave situation in several developing country Parties affected by drought and desertification, especially in Africa.
1- يجدد المقرر 8/م أ-4 بشأن التعهدات المتصلة بتعزيز تنفيذ الالتزامات بموجب اتفاقية الأمم المتحدة لمكافحة التصحر (إعلان بون) التزام الأطراف بتكثيف جهود مكافحة تردي الأراضي بغية معالجة الوضع الخطير السائد في بلدان نامية مختلف متضررة من الجفاف والتصحر وخصوصاً في أفريقيا.

37. According to paragraph 1(a)(iv) of the terms of reference of the CRIC, the Committee shall consider necessary adjustments to the elaboration process and the implementation of action programmes, in accordance with decisions 8/COP.4 (Declaration on the commitments to enhance the implementation of the obligations of the Convention), 4/COP.6 and 4/COP.7 (on the implementation of this Declaration).

Decision 8/COP.4 on commitments to enhance the implementation of the obligations of the Convention had provided an opportunity for Ministers and Heads of Delegation taking part in the 4th Conference of the Parties (COP 4) to reaffirm their commitment to a successful implementation of the Convention, through a Declaration that defined strategic action areas requiring priority attention by the country Parties concerned during the decade 2001-2010.
