١ - حرصا على تطبيق معاييـر موحـدة للتوظيـف الدولـي، تتفق اﻷمم المتحدة والسلطة على أن تطبقا، بالقدر المستطاع عمليا، معايير وأساليب وترتيبات مشتركة بشأن الموظفين تهدف إلى تفادي قيام فوارق لا مبرر لها من حيث أحكام التوظيف وشروطه وإلى تسهيل تبادل الموظفين بغية الاستفادة إلى أقصى حد من خدماتهم.
