ثانيا - حرّية الفكر والضمير والدين أو المُعتَقَد

Concerned also at the increasing number of laws and regulations that limit the freedom of thought, conscience and religion or belief and at the implementation of existing laws in a discriminatory manner,
وإذ يساورها القلق أيضا إزاء تزايد عدد القوانين والأنظمة التي تحد من حرية الفكر والضمير والدين أو المعتقد وإزاء تنفيذ القوانين القائمة بطريقة تمييزية،

14. Urges States to step up their efforts to protect and promote freedom of thought, conscience and religion or belief, and to this end:
14 - تحث الدول على تكثيف جهودها لحماية حرية الفكر والضمير والدين أو المعتقد وتعزيزها وعلى القيام بما يلي تحقيقا لهذه الغاية:

1. Recognizes that the right to conscientious objection to military service can be derived from the right to freedom of thought, conscience and religion or belief;
1- يسلم بأن حق الاستنكاف الضميري من الخدمة العسكرية يمكن أن ينبع من الحق في حرية الفكر والوجدان والدين أو المعتقد؛

2. Stresses that the right to freedom of thought, conscience and religion or belief applies equally to all persons, regardless of their religion or belief and without any discrimination as to their equal protection by the law;
2 - تؤكد أن الحق في حرية الفكر والضمير والدين أو المعتقد ينطبق بالتساوي على جميع الأشخاص، بصرف النظر عن دينهم أو معتقدهم ودون أي تمييز فيما يتعلق بتمتعهم بحماية القانون على قدم المساواة؛

12. Urges States to step up their efforts to protect and promote freedom of thought, conscience and religion or belief, and to this end:
12 - تحث الدول على تكثيف جهودها لحماية حرية الفكر والضمير والدين أو المعتقد وتعزيزها وعلى القيام بما يلي تحقيقا لهذه الغاية:

Article 18 of the International Covenant on Civil and Political Rights (ICCPR) guarantees the right to freedom of thought, conscience and religion or belief, but makes no explicit reference to conscientious objection to military service.
وتكفل المادة 18 من العهد الدولي الخاص بالحقوق المدنية والسياسية الحق في حرية الفكر والوجدان والدين أو المعتقد، ولكنها لا تشير صراحة إلى الاستنكاف الضميري من الخدمة العسكرية.
