176. In November 2010, the Meeting of Parties to the Agreement on the Conservation of Cetaceans of the Black Sea, Mediterranean Sea and Neighbouring Atlantic Area adopted resolution 4.15 on marine protected areas of importance for cetaceans conservation.

225. An Agreement on the Conservation of Cetaceans of the Black Sea, Mediterranean Sea and Contiguous Atlantic Area was adopted at an intergovernmental meeting held in Monaco in November 1996, under the aegis of the Convention on the Conservation of Migratory Species of Wild Animals.

It has cooperated with FAO and the secretariats of the Agreement on the Conservation of Small Cetaceans of the Baltic and North Seas and the Agreement on the Conservation of Cetaceans of the Black Sea, the Mediterranean Sea and Contiguous Atlantic Area, in addition to general calls to States to take measures to reduce by-catch.

112. At the regional level, the issue of anthropogenic noise and cetaceans was considered at the Fourth Meeting of the Parties to the Agreement on the Conservation of Cetaceans of the Black Sea, Mediterranean Sea and Neighbouring Atlantic Area, held in November 2010.

In this respect, implementation of the regional agreements concluded under the Convention on the Conservation of Migratory Species of Wild Animals, such as the Agreement on the Conservation of Cetaceans of the Black Sea, Mediterranean Sea and Contiguous Atlantic Area and the Agreement on the Conservation of Small Cetaceans of the Baltic and North Seas, is crucial.

In the context of the establishment of specially protected areas of Mediterranean importance, the Regional Activity Centre for Specially Protected Areas intends to develop joint activities with the secretariat of the Agreement on the Conservation of Cetaceans of the Black Sea, Mediterranean Sea and Neighbouring Atlantic Area, the General Fisheries Commission for the Mediterranean and IUCN.

The Commission is working with a number of other relevant organizations on this issue, including IMO, the Agreement on the Conservation of Cetaceans of the Black Sea, Mediterranean Sea and Contiguous Atlantic Areas (ACCOBAMS) and the Agreement on the Conservation of Small Cetaceans of the Baltic, North East Atlantic, Irish and North Seas (ASCOBANS) (see also paras. 63, 145 and 193 of the present report).

Also, the Commission for the Protection of the Marine Environment of the North-East Atlantic is participating in work under the Agreement on the Conservation of Cetaceans of the Black Sea Mediterranean Sea and Contiguous Atlantic Area to develop appropriate tools to assess the impact of anthropogenic noise on cetaceans and to further elaborate measures to mitigate such impacts.
