During 1996 a mission to Nigeria together with the Special Rapporteur on the Independence of Judges and Lawyers, Mr. Param Cumaraswamy, had been scheduled to take place.

Mr. Cumaraswamy observed that today there is both greater awareness of human rights in the region and greater respect for human rights by Governments than before.

A Malaysian national was the Chairman of the Commission on Human Rights when Dato’ Param Cumaraswamy initiated his investigation of the Malaysian judiciary and asked the Chairman to bring his concerns to the attention of the Prime Minister of Malaysia.
وكان رئيس لجنة حقوق اﻹنسان ماليزيا عندما شرع داتو بارام كوماراسوامي في إجراء تحقيق بشأن القضاء الماليزي وطلب إلى الرئيس أن يوجه انتباه رئيس وزراء ماليزيا إلى شواغله.

The United Nations has therefore submitted a claim for reimbursement to the Government of Malaysia for the legal expenses it has paid on behalf of Dato’ Param Cumaraswamy in connection with the proceedings in the four lawsuits.
ولذلك، قدمت اﻷمم المتحدة مطالبة لكي تسدد لها حكومة ماليزيا المصروفات التي دفعتها نيابة عن داتو بارام كوماراسوامي فيما يتصل باجراءات الدعاوى اﻷربع.

As the Special Rapporteur, Mr. Cumaraswamy, states: “international law is developing a consensus as to the need to restrict drastically, or even prohibit, that practice”.
