An expansion of the successful joint project of the Office on Drugs and Crime and the Customs Co-operation Council (also called the World Customs Organization) on seaport control for East and Southern Africa started in early 2002 and has led to the creation of new port control teams in Mauritius and South Africa.

Integrity-related instruments included the Declaration of the Customs Co-operation Council Concerning Good Governance and Integrity in Customs of June 2003 (Revised Arusha Declaration), the Model Code of Ethics and Conduct, and the Compendium on Integrity Best Practices of May 2005.

In many countries, a substantial amount of state-of-the-art equipment was provided. In all of those areas, the United Nations Office on Drugs and Crime worked closely with the relevant law enforcement agencies, such as the International Criminal Police Organization (Interpol), the Customs Co-operation Council (also called the World Customs Organization), the European Police Office (Europol) and the Southeast European Cooperative Initiative.

At the 39th meeting, on 20 July, the Council adopted draft resolution II, entitled " Encouraging States to detect the use of trade channels for illicit consignments at all stages of movement and promoting the use of advice and technical expertise provided by the Customs Co-operation Council and the United Nations International Drug Control Programme " , recommended by the Commission on Narcotic Drugs (E/1994/30, chap. I, sect. A).

In a communication dated 15 November 1994, the Secretary-General of the Customs Co-operation Council, an intergovernmental organization which was granted status with UNCTAD at its third session, informed the UNCTAD secretariat that, as of 3 October 1994, the working name of the organization would be the World Customs Organization (WCO) but that Customs Co-operation Council would remain the official name of the organization.
أبلغ اﻷمين العام لمجلس التعاون الجمركي، وهو منظمة حكومية دولية منحت مركزاً لدى اﻷونكتاد في الدورة الثالثة، أمانة اﻷونكتاد في رسالة مؤرخة في ٥١ تشرين الثاني/نوفمبر ٤٩٩١، بأن إسم عمل المنظمة سيصبح، اعتباراً من ٣ تشرين اﻷول/أكتوبر ٤٩٩١، المنظمة العالمية للجمارك WCO)( وإن كان مجلس التعاون الجمركي سيبقى اﻹسم الرسمي للمنظمة.

In collaboration with the Customs Co-operation Council (also called the World Customs Organization), the United Nations Office on Drugs and Crime has launched a regional seaport project, which has led to the creation of specialized, joint port control teams in several ports of East and Southern Africa, including at Djibouti, Dar es Salaam, Mombassa, Durban, Cape Town, Port Elisabeth, Johannesburg dry port and Port Louis.
8- واستهل المكتب المعني بالمخدرات والجريمة، بالتعاون مع مجلس التعاون الجمركي (المسمى أيضا المنظمة العالمية للجمارك)، مشروعا اقليميا متعلقا بالموانئ البحرية، أدى الى انشاء أفرقة متخصصة مشتركة معنية بالمراقبة المشتركة لعدة موانئ في شرق أفريقيا وفي الجنوب الأفريقي، بما في ذلك موانئ جيبوتي ودار السلام وممباسا ودربان وكيب تاون وبورت إليزابيث وميناء جوهانسبرغ الجافة وبورت لويس.

15. Governments should encourage the efforts of their national law enforcement agencies to increase their national, regional and international communication and information-sharing, through supporting the use of the online communication systems of Interpol and the Customs Co-operation Council (also called the World Customs Organization).
15- ينبغي للحكومات أن تشجّع الجهود التي تبذلها أجهزة إنفاذ القوانين الوطنية التابعة لها من أجل تعزيز قدرات تلك الأجهزة على إجراء الاتصالات وتبادل المعلومات وطنيا وإقليميا ودوليا، وذلك من خلال دعم استخدام نظم الاتصالات الحاسوبية المباشرة التابعة للإنتربول ولمجلس التعاون الجمركي (الذي يعرف أيضا باسم المنظمة العالمية للجمارك).

UNDCP, in cooperation with the Customs Co-operation Council (also called the World Customs Organization), has provided training and equipment to Kenya, Madagascar, Malawi, Namibia, Swaziland and Zimbabwe to ensure the effective operation of the regional intelligence liaison office (RILO) network, which covers 15 countries in the subregion of eastern and southern Africa.
