Noting the efforts made by the Government of Madagascar to assist the victims of the cyclones and floods that struck the country between January and March 1994 and to promote the country's growth and economic and social development,
وإذ يلاحظ ما تبذله حكومة مدغشقر من جهود لصالح ضحايا اﻷعاصير والفيضانات التي أصابت البلد في الفترة بين كانون الثاني/يناير وآذار/مارس ١٩٩٤، ولتعزيز التقدم والنمو الاقتصادي والاجتماعي للبلد،

Because the situation has changed little, the draft resolution before us recalls resolutions adopted by the General Assembly and the Economic and Social Council to provide emergency assistance to Madagascar to enable it to engage in the efforts necessary for the reconstruction and rehabilitation of the areas affected by cyclones and floods.
ونظرا ﻷن الحالة قد تغيرت بعض الشيء، فإن مشروع القرار المعروض علينا يذكر بالقرارات التي اتخذتها الجمعية العامة والمجلس الاقتصادي والاجتماعي بتقديم المساعدة الغوثية الى مدغشقر لتمكينها من بذل الجهود اللازمة لتعمير وإنعاش المناطق التي حلت بها اﻷعاصير والفيضانات.

Recalling General Assembly resolution 48/234 of 14 February 1994 on emergency assistance to Madagascar and its own resolution 1994/36 of 29 July 1994 concerning the measures to be taken following the cyclones and floods that had affected Madagascar,
إذ يشير إلى قرار الجمعية العامة ٤٨/٢٣٤ المؤرخ ١٤ شباط/فبراير ١٩٩٤ المتعلق بتقديم المساعدة الطارئة إلى مدغشقر، وإلى قراره ١٩٩٤/٣٦ المؤرخ ٢٩ تموز/يوليه ١٩٩٤ المتعلق بالتدابير التي ينبغي اتخاذها في أعقاب اﻷعاصير والفيضانات التي أصابت مدغشقر،

Recalling General Assembly resolution 48/234 of 14 February 1994 on emergency assistance to Madagascar, in which appeals were made to the international community to assist the Government of Madagascar in bringing to a successful conclusion the recovery efforts made following the cyclones and floods which have struck Madagascar,
إذ يشير إلى قرار الجمعية العامة ٤٨/٢٣٤ المؤرخ ١٤ شباط/فبراير ١٩٩٤ المتعلق بتقديم المساعدة الطارئة إلى مدغشقر، والذي وجهت فيه نداءات إلى المجتمع الدولي لتقديم المساعدة إلى حكومة مدغشقر بغية إنجاح جهود اﻹغاثة المبذولة في أعقاب اﻷعاصير والفيضانات التي أصابت مدغشقر،

At the 40th meeting, on 21 July, the representative of Egypt, on behalf of the African States, introduced a draft resolution (E/1994/L.23) entitled " Measures to be taken following the cyclones and floods that have affected Madagascar " .
١٠ - في الجلسة ٤٠، المعقودة في ٢١ تموز/يوليه، قام ممثل مصر، بالنيابة عن الدول الافريقية، بعرض مشروع قرار )E/1994/L.3( بعنوان " التدابير التي ينبغي اتخاذها في أعقاب اﻷعاصير والفيضانات التي أصابت مدغشقر " .

(a) To further evaluate, with the participation of the organizations of the United Nations system, the damage caused by these cyclones and floods and the medium-term and long-term impact of these disasters on the national economy, and to compile information that can promote concerted international assistance, taking into account the data already available;
)أ( أن يجري، بمشاركة مؤسسات منظومة اﻷمم المتحدة، تقييما إضافيا لﻷضرار التي سببتها هذه اﻷعاصير والفيضانات واﻵثار الناجمة في اﻷجلين المتوسط والبعيد عن هذه الكوارث على الاقتصاد الوطني، وجمع المعلومات التي يمكن أن تعزز المساعدة الدولية المتضافرة، واضعا في اعتباره المعلومات المتوفرة فعلا؛

Each time, we have to rebuild the same ruined infrastructure; we have to restore the same productive capacities that have been swept away by cyclones and floods.
