ويعتبر رصيد الاعتمادات المتبقي دون ارتباطات في نهاية الفترة المالية، بعد أن تخصم منه أي اشتراكات من الدول الأعضاء والمنظمات الدولية والسلطة الدولية لقاع البحار لم تدفع بعد عن هذه السنة المالية، جزءا من أي فائض نقدي في الميزانية ويعامل وفقا لأحكام المادة 4-5.

The unencumbered balance of the appropriations at the end of a biennium shall be surrendered to the Members at the end of the first financial year following the biennium after deducting therefrom any contributions from Members relating to that biennium which remain unpaid, and shall be credited to the Members in proportion to their assessed contributions in accordance with the provisions of financial regulations 4.2 (c) and 5.2 (d);
ويُسَلَّم للدول الأعضاء في نهاية السنة المالية الأولى التالية لفترة السنتين رصيدُ الاعتمادات غير المستعمل في نهاية فترة السنتين، بعد أن تخصم منه أية اشتراكات من الأعضاء تتعلق بفترة السنتين تلك تظل غير مدفوعة، ويقيّد لحساب الدول الأعضاء بحصص تتناسب مع اشتراكاتها المقرّرة وذلك وفقا لأحكام البندين 4-2 (ج) و5-2 (د) من النظام المالي؛

7. According to financial regulation 4.2 (b), the unencumbered balance of the appropriations at the end of the fiscal period shall be surrendered to the Members at the end of the first calendar year following the fiscal period after deducting therefrom any contributions from Members relating to that fiscal period, which remain unpaid, and shall be credited to the Members in proportion to their assessed contributions.
