The Vienna Declaration includes a comprehensive definition of terrorism as any activity aiming at the destruction of human rights, fundamental freedoms and democracy, threatening the territorial integrity of States and destabilizing legitimately constituted Governments.
ويشمل إعلان فيينا وصفا شاملا لﻹرهاب باعتباره أي نشاط يرمي الى تدمير حقوق اﻹنسان والحريات اﻷساسية والديمقراطية ويعرض للخطر السلامة اﻹقليمية للدول ويزعزع استقرار الحكومات المشكلة بطريقة شرعية.

Under this resolution and under the resolution adopted by the United Nations Commission on Human Rights at its fiftieth session, terrorism implies, inter alia, activities aimed at the destruction of human rights and fundamental freedoms, whereas the State is obligated to protect these rights and freedoms.
وبموجب ذلك القرار، وبموجب قرار اتخذته لجنة اﻷمم المتحدة لحقوق اﻹنسان في دورتها الخمسين، يشمل اﻹرهــاب، في جملــة أمور، اﻷعمـــال التي تهدف الى تدمير حقوق اﻹنسان والحريات اﻷساسية - وتعتبر الدولة ملزمة بحماية هذه الحقوق والحريات.

It is worth underlining that at the United Nations, acts, methods and practices of terrorism in all its forms and manifestations are considered as activities aimed at the destruction of human rights, fundamental freedoms and democracy.
ويجدر التأكيد بأن الأمم المتحدة تعتبر أعمال الإرهاب ووسائله وممارساته بجميع أشكاله ومظاهره أنشطة تهدف إلى تقويض حقوق الإنسان والحريات الأساسية والديمقراطية.

1. Reaffirms that hostage-taking, wherever and by whomever committed, is a serious crime aimed at the destruction of human rights and is, under any circumstances, unjustifiable;
1 - تؤكد من جديد أن أخذ الرهائن يشكل، حيثما وقع وأيا كان مرتكبه، جريمة خطيرة تهدف إلى تقويض حقوق الإنسان وأنه لا يمكن تبريرها أيا كانت الظروف؛

8. Invites all States of the region to address, through various forms of cooperation, problems and threats posed to the region, such as terrorism, criminal acts, as well as illegal drug production, consumption and trafficking, which jeopardize the friendly relations among States, hinder the development of international cooperation and result in the destruction of human rights, fundamental freedoms and the democratic basis of pluralistic society;
)٢( A/49/333 و Add.1. ٨ - تدعـو جميع دول المنطقة إلى التصدي، من خلال شتى أشكال التعاون، للمشاكل والتهديدات التي تواجه المنطقة، مثل اﻹرهاب واﻷعمال الاجرامية وكذلك إنتاج المخدرات واستهلاكها والاتجار بها بصورة غير مشروعة، مما يهدد العلاقات الودية بين الدول ويعرقل تنمية التعاون الدولي ويؤدي إلى انهيار حقوق اﻹنسان والحريات اﻷساسية واﻷساس الديمقراطي للمجتمع التعددي؛
