It further reminded States that prolonged incommunicado detention or detention in secret places can facilitate the perpetration of torture and other cruel, inhuman or degrading treatment or punishment and can in itself constitute a form of such treatment, and urged all States to respect the safeguards concerning the liberty, the security and the dignity of the person and to ensure that secret places of detention and interrogation are abolished.
وذكَّر المجلس الدول كذلك بأن الحبس الانفرادي المطوَّل أو الاحتجاز في أماكن سرية يمكن أن يُسهِّل ممارسة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة ويمكن أن يشكل بحد ذاته ضربا من ضروب تلك المعاملة، وحث الدول على احترام الضمانات المتعلقة بحرية الشخص وأمنه وكرامته وضمان إلغاء الأماكن السرية للاحتجاز والاستجواب.

(ب) قد ييسِّر الاحتجاز في الحبس الانفرادي لفترات مطوّلة أو الاحتجاز في أماكن سرية ارتكاب أعمال التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة وقد يشكِّل في حد ذاته شكلاً من أشكال هذه المعاملة، ويحث المجلس جميع الدول على احترام الضمانات المتعلقة بحرية الشخص وأمنه وكرامته وعلى ضمان إزالة أماكن الاحتجاز والاستجواب السرية؛
