The exceptions are mainly the least developed countries in those major areas, including Cambodia, Haiti, the Lao People's Democratic Republic, Nepal and Yemen, all of which had unmet need levels above 25 per cent, and Azerbaijan, Belize, Bolivia, Bulgaria, Guatemala and Pakistan, with unmet need levels ranging from 20 to 30 per cent.

3- وطلبت الجمعية العامة إلى الأمين العام ، في قرارها 62/173، أن ييسّر تنظيم الاجتماعات الإقليمية التحضيرية لمؤتمر الأمم المتحدة الثاني عشر لمنع الجريمة والعدالة الجنائية، كما طلبت إليه أن يتيح الموارد اللازمة لمشاركة أقل البلدان نموا في تلك الاجتماعات وفي المؤتمر ذاته، وفقا للممارسة المتّبعة في الماضي.
