Agreeing also that the implementation of the commitment of developed country Parties and other developed Parties included in Annex II to the Convention as stated in Article 4, paragraph 5, of the Convention are essential conditions for the effective implementation by developing country Parties of their commitments under the Convention,

Assessed contributions from developed country Parties and other developed Parties included in Annex II to the Convention, taking into account [their adaptation debt and] the need for MRV;

There should be regular reporting through national communications on the implementation by developed country Parties and other developed Parties included in Annex II of their commitment under Article 4.4 of the Convention to assist vulnerable developing countries in meeting the costs of adaptation.

The MCTF shall be financed by assessed contributions from developed country Parties and other developed Parties included in Annex II of the Convention.

1. In the context of the implementation of Article 4, paragraph 1, of the Convention, in accordance with the provisions of Article 4, paragraph 3, and Article 11 of the Convention, and through the entity or entities entrusted with the operation of the financial mechanism of the Convention, the developed country Parties and other developed Parties included in Annex II to the Convention shall:

Reaffirming that, in accordance with Article 4, paragraph 3, of the Convention, the developed country Parties and other developed Parties included in Annex II to the Convention shall provide new and additional financial resources to meet the agreed full costs incurred by developing country Parties in complying with their obligations under Article 12, paragraph 1, of the Convention,

Alternative 1: Highlighting that financial commitments have not been met by developed country Parties and other developed Parties included in Annex II and emphasizing the urgent need for these Parties to honour their commitments in accordance with Article 4, and in particular Articles 4.3, 4.4, and 4.5 of the Convention by providing resources to support adaptation, mitigation and technology transfer,

3. The developed country Parties and other developed Parties included in Annex II to the Convention may also provide, and developing country Parties may avail themselves of, financial resources through bilateral, regional and other multilateral channels, while recognizing the catalytic role of public financial flow to facilitate private sector funding and investment.
3- كما يمكن للبلدان الأطراف المتقدمة وسائر الأطراف المتقدمة المدرجة في المرفق الثاني للاتفاقية أن توفر الموارد المالية ويمكن للبلدان الأطراف النامية أن تستفيد منها، من خلال قنوات ثنائية وإقليمية وقنوات أخرى متعددة الأطراف، مع الاعتراف بالدور الحفاز الذي يؤديه تدفق الأموال العامة لتيسير التمويل والاستثمار من جانب القطاع الخاص.

These resources shall be regarded as fulfilment by developed country Parties and other developed Parties included in Annex II of commitments under Article 4.3 of the Convention, and of their obligations to provide measurable, reportable and verifiable financing, as referred to in paragraph 1 (b) (ii) of the Bali Action Plan.
ويعتبر توفير هذه الموارد الجديدة والإضافية وفاءً بالالتزامات التي تقع على عاتق البلدان الأطراف المتقدمة وغيرها من الأطراف المتقدمة المدرجة في المرفق الثاني بموجب المادة 4-3 من الاتفاقية، والتزاماتها بتوفير تمويل يمكن قياسه والإبلاغ عنه والتحقق منه على النحو المشار إليه في الفقرة 1(ب)`2` من خطة عمل بالي.
