On 19 December 1998, through Decree No. 80-98, the Congress of the Republic adopted amendments to articles 109, 110, 115, 131, 132, 133, 255 and 114 of the Civil Code. At the time of drafting this report, the amendments were pending approval by the executive branch.

Materials already collated for preparing the Government's first National Human Rights Action Plan were also used for drafting this report, and a public hearing organised on 12 October 2011 to discuss the Action Plan also provided valuable information on the implementation of fundamental and human rights in Finland.
