Operative Paragraph 2(a) of UN Security Council Resolution 1373 calls specifically for " refraining from providing any form of support, active or passive, to entities or persons involved in terrorist acts, including by suppressing recruitment of members of terrorist groups and eliminating the supply of weapons to terrorists. "

The United States notes that this incident also constitutes a violation of other international legal obligations, including the requirement contained in Security Council resolution 1373 (2001) that States " refrain from providing any form of support, active or passive, to entities or persons involved in terrorist acts, including by suppressing recruitment of members of terrorist groups and eliminating the supply of weapons to terrorists " .
