93. Few Member States refer to the reduction of excessive military expenditures and control of the availability of armaments (strategic objective E.2).

(a) Reallocating public resources for investment in social development, inter alia, through the appropriate reduction of excessive military expenditures, including global military expenditures and the arms trade, and investments for arms production and acquisition, taking into consideration national security requirements;

In addition to raising the levels of official development assistance, the Copenhagen Declaration and the twenty-fourth special session called for the appropriate reduction of excessive military expenditures in order to reallocate public resources for investment in social development.14 However, in the past few years the reallocation has not taken place.
