17. With regard to the implementation of the RAPs, the Parties noted with appreciation the efforts made by the existing RCUs to assist, inter alia, in elaborating programmes and networks in their respective regions.
17- وفيما يتعلق بتنفيذ برامج العمل الإقليمية، لاحظت الأطراف بارتياح الجهود التي تبذلها وحدات التنسيق الإقليمي القائمة للمساعدة، إلى جانب أمور أخرى، على وضع برامج وشبكات في المناطق المختصة بها.

On the other hand, it has become apparent that since their establishment and despite their small size, the existing RCUs have managed to create their own identity and that they are recognized as genuine partners by the other regional institutions.

18. The Parties also noted the cost-effectiveness and efficiency that could be brought about by the location of the existing RCUs in providing assistance to the affected developing countries.

REGIONAL COORDINATION UNITS 50. Cost-benefit analysis of the existing RCUs should take into account the quantitative and qualitative aspects of the services provided in the regions concerned.

6. In order to institutionalize the assistance provided to the affected developing country Parties, the study recommends that the COP, at its seventh session, should take a decision on the role of the existing RCUs and on the corresponding institutional and budgetary arrangements.
6- وبغية الحفاظ على استدامة المساعدة المقدمة للبلدان الأطراف النامية المتأثرة، تقترح الدراسة على مؤتمر الأطراف، خلال دورته السابعة، اعتماد مقرر بشأن دور وحدات التنسيق الإقليمي القائمة إضافة إلى الترتيبات المؤسسية والمالية الخاصة بها.

15. Strengthening existing RCUs through the provision of a secretary, forming an effective regional committee for Annex II, and establishing an RCU for Annex V will help to enhance cooperation and coordination in these regions.
15- إن تعزيز وحدات التنسيق الإقليمي القائمة من خلال تزويدها بسكرتير وتشكيل لجنة إقليمية فعّالة تُعنى بالمرفق الثاني وإنشاء وحدة تنسيق إقليمي للمرفق الخامس أمور ستساعد على تعزيز التعاون والتنسيق في هاتين المنطقتين.

5. Requests the Executive Secretary to review the current hosting arrangements of the existing RCUs, and to conclude, where appropriate, new memorandums of understanding with host institutions and host countries, with a view to reducing direct operational costs, accommodating additional staff, and strengthening partnerships at subregional and regional levels, and to explore alternatives, where appropriate;
5- يطلب إلى الأمين التنفيذي أن يستعرض الترتيبات الحالية لاستضافة وحدات التنسيق الإقليمي القائمة وأن يوقع، حسب الاقتضاء، مذكرات تفاهم جديدة مع المؤسسات والبلدان المضيفة بغية الحد من التكاليف التشغيلية المباشرة واستيعاب أعداد إضافية من الموظفين وتعزيز الشراكات على المستويين دون الإقليمي والإقليمي، واستكشاف البدائل، حسب الاقتضاء؛

Noted with appreciation the efforts undertaken so far by existing RCUs to assist, inter alia, in elaborating programmes and networks in their respective regions for the implementation of RAPs (decisions 11/COP.6 and 11/COP.7);
