Under the terms of Ministerial Ordinance No. 179 of 1993, the role of the Family Fostering Department at the Ministry of Social Affairs and Labour is not confined to the placement of children in the custody of families wishing to foster them; it also monitors the manner in which those children are cared for.
هذا ولا يقتصر دور إدارة الحضانة العائلية التابعة لوزارة الشؤون الاجتماعية والعمل التي تقوم بتأدية دورها حسب القرار الوزاري رقم ٩٧١ لسنة ٣٩٩١ بتسليم اﻷطفال إلى اﻷسر الراغبة في الحضانة بل تقوم بمتابعة الرعاية لهؤلاء اﻷطفال.

80. The Family Fostering Department discharges its functions and exercises its powers pursuant to Ministerial Decision No. 79/1993. These include monitoring children in foster families through an administrative and technical organ.
80- وتقوم إدارة الحضانة العائلية بوظيفتها وممارسة اختصاصاتها بموجب القرار الوزاري رقم 79/1993 بمتابعة هؤلاء الأطفال لدى الأسر الحاضنة وذلك عبر جهاز إداري وفني.

(b) Children of unknown parentage: A committee was formed to review the provisions of the Family Fostering Act No. 82 of 1977 in a manner consistent with the Convention on the Rights of the Child.

70. The Family Fostering Act No. 82 of 1977 defines a juvenile as any human being under 18 years of age who has not attained legal majority. In short, the definitions contained in all Kuwaiti laws are consistent with the definition set forth in article 1 of the Convention, as childhood is defined as the period from 7 to 18 years of age.

111. In addition to the above, in 1967 the State began to apply the Family Fostering system under which one or more children (of unknown parentage) from

On that basis, the Ministry of Social Affairs and Labour has taken appropriate measures to ensure the welfare of families and children, the aim of which is to serve the family and strengthen its social role, through various departments (Women's and Children's Department -- Juvenile Welfare Department -- Family Fostering Department).
وتأسيساً على ذلك اتخذت وزارة الشؤون الاجتماعية والعمل الإجراءات المناسبة لرعاية الأسرة والطفولة والتي تهدف من ورائها خدمة الأسرة وتعزيز دورها الاجتماعي وذلك من خلال الإدارات المختلفة (إدارة المرأة والطفولة - إدارة رعاية الأحداث - إدارة الحضانة العائلية).

111. With a view to promoting the welfare of children born out of wedlock and establishing procedures for dealing with this deprived category, the State of Kuwait promulgated the Family Fostering Act No. 82 of 1977, the aim of which is to encourage families to undertake the full care and upbringing of children of unknown parentage under the supervision of the Ministry of Social Affairs and Labour and to safeguard the rights of foster children.
111- وحرصت دولة الكويت على رعاية الأبناء غير الشرعيين ونظمت طرق التعامل مع هذه الفئة المحرومة فقامت بإصدار قانون الحضانة العائلية رقم 82 لسنة 1977، والذي يهدف إلى تشجيع الأسر على رعاية وتنشئة الأطفال مجهولي الوالدين رعاية كاملة تحت إشراف وزارة الشؤون الاجتماعية ويعتبر هذا القانون من أكثر القوانين محافظة على حقوق الطفل مجهول الوالدين.

In accordance with Ministerial Decision No. 171 of 1993, the rules of procedure of the Family Fostering Department, issued by Ministerial Decision No. 6/2003, govern employment in care homes, the conditions and rules to be observed by foster families, the rights and obligations of concerned persons and the technical standards with which the personnel of the Family Fostering Department must comply.
حسب القرار الوزاري رقم 171 لسنة 1993 ومنحت اللائحة الداخلية لإدارة الحضانة العائلية الصادرة بالقرار الوزاري رقم 6/2003 نظام العمل في دور الرعاية أو الشروط والضوابط التي ينبغي للأسر المحتضنة الالتزام بها وحقوق وواجبات المختصين والمعايير الفنية التي ينبغي للعاملين في إدارة الحضانة العائلية الالتزام بها.

83. The Ministry of Social Affairs and Labour, which is one of the authorities concerned with the welfare of families and children, has taken appropriate measures to provide social services for families and their members, including mothers and children, through its various departments (the Children’s Department, the Juvenile Welfare Department and the Family Fostering Department).
٣٨- فقد اتخذت وزارة الشؤون الاجتماعية والعمل باعتبارها أحد الجهات المختصة برعاية اﻷسرة والطفولة اﻹجراءات المناسبة والتي تهدف من ورائها خدمة اﻷسرة وأفرادها، فقد عملت على توفير الخدمات الاجتماعية لﻷم والطفل من خلال ادارتها المختلفة )ادارة الطفولة - إدارة رعاية اﻷحداث - ادارة الحضانة العائلية( ومن أهم تلك الخدمات ما يلي:
