In his statement before the Fourth Committee on 10 October 1997 (see A/C.4/52/SR.6), Mr. Robert Underwood, Guam delegate to the United States Congress, stated that the current process concerning the return of surplus federal lands to the Government of Guam in fact allowed federal agencies to bid for those excess lands ahead of Guam.
