As stated in rule 209.2 of the Financial Rules of the Fund of the United Nations Environment Programme, the purpose of the financial reserve is to guarantee the financial liquidity and integrity of the Environment Fund, to compensate for uneven cash flows and to meet such other similar requirements as may be decided upon by the Governing Council.
