Member States and Habitat partners placed financing human settlements centrally in the Habitat Agenda but did not manage tosucceed in revitalizeing the Foundation.

These issues will be addressed through the establishment of a new subprogramme 4, entitled " financing human settlements " .

Ms. Kumela (Ethiopia), expressing her delegation's congratulations to UN-Habitat on its successful transition to a fully fledged programme and its support for the adoption of the rules of procedure of its Governing Council, said she was pleased to note that progress had been made in the area of financing human settlements.

Subprogramme 4 - Financing human settlements: The overall objective of this suprogramme is to increase funds from the international and domestic sources in support of shelter, related infrastructure development programmes and housing finance institutions and mechanisms, particularly in developing countries.
