4. The Conference of the Parties shall by consensus agree upon and adopt at its first meeting rules of procedure and financial rules for itself and any subsidiary bodies, in addition to financial provisions governing the functioning of the Secretariat.
4 - يوافق مؤتمر الأطراف بتوافق الآراء في أول اجتماع له على نظام داخلي وقواعد مالية، سواء له أو لأي من هيئاته الفرعية، إضافة إلى الأحكام المالية التي تنظم سير عمل الأمانة، ويعتمد تلك الصكوك.

The Committee's request was made against the background of article 22, subparagraph 2(e) of the Convention which requires the Conference of the Parties (COP) to agree upon and adopt, by consensus, financial rules for itself and any subsidiary bodies.
