11. Further requests the Secretary-General, in order to reduce the cost of employing General Service staff, to continue efforts to recruit local staff for the Observer Mission against General Service posts, commensurate with the requirements of the Mission;
11 - تطلب كذلك إلى الأمين العام أن يواصل بذل الجهود لتعيين موظفين محليين في بعثة المراقبين لشغل وظائف فئة الخدمات العامة بما يتناسب واحتياجات البعثة، وذلك بغية خفض تكلفة استخدام موظفي هذه الفئة؛

12. Further requests the Secretary-General, in order to reduce the cost of employing General Service staff, to continue efforts to recruit local staff for the Observer Mission against General Service posts, commensurate with the requirements of the Mission;
12 - تطلب كذلك إلى الأمين العام أن يواصل بذل الجهود لتعيين موظفين محليين في بعثة المراقبين لشغل وظائف فئة الخدمات العامة، بما يتناسب واحتياجات البعثة، بغية خفض تكلفة استخدام الموظفين من هذه الفئة؛

5. Also requests the Secretary-General to submit the administrative liquidation budget for the Observer Mission to the General Assembly at the main part of its sixty-fourth session for consideration;

13. Decides also that the remaining unencumbered balance of 14,870,658 dollars gross (13,458,605 dollars net) in the special account for the Observer Mission shall be credited to Member States;
١٣ - تقــرر أيضا أن يقيــد الرصيد غير المرتبط به البالغ إجماليه ٦٥٨ ٨٧٠ ١٤ دولارا )صافيه ٦٠٥ ٤٥٨ ١٣ دولارات( المتبقي في الحساب الخاص لبعثة المراقبين لحساب الدول اﻷعضاء؛

٨ - تقرر أيضا أن ترصــد للحساب الخاص لبعثة المراقبين مبلغا إضافيا إجماليه ٠٠٠ ٨٩٩ ٧١ دولار )صافيه ١٠٠ ٥٤٤ ١٧ دولار( لتشغيل بعثة المراقبين في الفترة من ١ تموز/يوليه ١٩٩٦ إلى ٣٠ حزيران/يونيه ١٩٩٧؛

17. The Secretary-General in his report to the Security Council of 9 September 1993, 4/ outlined the concept of operations for the Observer Mission as follows:
١٧ - عرض اﻷمين العام في تقريره الى مجلس اﻷمن المؤرخ ٩ أيلول/سبتمبر ١٩٩٣)٤(، الخطوط العريضة لمفهوم العمليات لبعثة المراقبين كما يلي:

The reduction was partially offset by increased recurrent requirements for the deployment of military ($243,500) and civilian ($413,900) personnel at the strength authorized for the Observer Mission in Security Council resolution 1181 (1998), compared to their gradual phasing-in during the current financial period.
وهذا الانخفاض قابله جزئيا، زيادة الاحتياجات المتكررة لنشر اﻷفراد العسكريين )٥٠٠ ٢٤٣ دولار( واﻷفراد المدنيين )٩٠٠ ٤١٣ دولار( على مستوى القوام المأذون به لبعثة المراقبين في قرار مجلس اﻷمن ١١٨١ )١٩٩٨(، بالمقارنة مع نشرهم التدريجي خلال الفترة المالية الحالية.

24. The Advisory Committee, in paragraph 20 of the same report, noted the increase in requirements for leasing seven helicopters compared with the period ending 30 June 1997 and requested that measures be taken to renegotiate the cost of leasing helicopters for the Observer Mission.
٤٢ - ولاحظت اللجنة الاستشارية، في الفقرة ٠٢ من التقرير نفسه، الزيادة في الاحتياجات المتعلقة باستئجار ٧ طائرات عمودية مقارنة بالفترة المنتهية في ٠٣ حزيران/يونيه ٧٩٩١ وطلبت اتخاذ التدابير اللازمـة ﻹعادة التفاوض على تكلفة استئجار الطائرات العمودية لبعثة المراقبين.

7. Reiterates its request to the Secretary-General to make the fullest possible use of facilities and equipment at the United Nations Logistics Base at Brindisi, Italy, in order to minimize the costs of procurement for the Observer Mission;
