Essential elements of strategies to better prevent and address violence against minorities consist of the adoption of measures to foster unity among different population groups, the comprehensive implementation of minority rights and the establishment or strengthening of institutional and policy frameworks for the protection of minority rights.

He notes, however, that the Constitution of the Republic of Serbia provides lesser guarantees of minority rights than the Federal Constitution, leaving minority members living in Serbia more vulnerable, and that there are no special legal remedies for the protection of minority rights in the constitutions of the Yugoslav republics.
