In its previous reports, the Working Group has observed that freedom to impart information on the Internet is protected under international law the same way as any other form of expression of opinions, ideas or convictions.

It also notes that, since the State party imposed a " procedure for holding mass events " , it effectively established restrictions regarding the exercise of the freedom to impart information, guaranteed by article 19, paragraph 2, of the Covenant.
