وأدت الشواغل المعرب عنها بشأن الافتقار الى أحكام للتحقق الى اتخاذ مقرر في المؤتمر الاستعراضي لعام ١٩٩١ يقضي بإنشاء فريق من الخبراء الحكوميين الدوليين لتحديد وبحث تدابير التحقق المحتملة من وجهة نظر علمية وتقنية.
