373. The Committee recommends that the State party emphasize a women's- empowerment approach and incorporate gender perspectives in all its social and economic policies, programmes and projects so as to ensure that they support the goal of gender equality and women's enjoyment of their human rights.

15. The Committee is concerned about the lack of an effective mechanism to regularly monitor and evaluate progress in the implementation and impact of laws, policies and plans aimed at the promotion of gender equality and women's enjoyment of their human rights.

20. The Committee recommends that the State party clearly define the mandates and responsibilities of the different mechanisms charged with promoting gender equality, ensure coordination and cooperation among them and ensure they have sufficient financial and human resources to work effectively for the promotion of gender equality and women's enjoyment of their human rights.

The Committee urges the State party to give high priority to strengthening the legal framework for the promotion of gender equality and women's enjoyment of their human rights and, to that end, to expedite the adoption of pending bills in order to promptly bring the relevant national laws into line with the Convention.
520- وتحث اللجنة الدولة الطرف على أن تعطي أولوية عليا لدعم الإطار القانوني لتعزيز المساواة بين الجنسين وتمتع المرأة بما لها من حقوق الإنسان وكذلك، تحقيقا لهذا الهدف، للتعجيل باعتماد القوانين المعلَّقة من أجل جعل القوانين الوطنية ذات الصلة متماشية مع الاتفاقية.

12. The Committee urges the State party to give high priority to strengthening the legal framework for the promotion of gender equality and women's enjoyment of their human rights and, to that end, to expedite the adoption of pending bills in order to promptly bring the relevant national laws into line with the Convention.

19. In line with its previous recommendations (A/57/38), the Committee reminds the State party of its responsibility to fully ensure Government accountability for gender equality and women's enjoyment of their human rights in the implementation of the Convention.

Moreover, several of the basic guarantees that national social protection floors should establish, such as maternal health, child care and maternity benefits (para. 5 (a), (b) and (c)), aim in particular at ensuring gender equality and women's enjoyment of rights.
