On instructions from my Government, I have the honour to transmit to you the Global Ceasefire Agreement between the Transitional Government of Burundi and the National Council for the Defence of Democracy-Forces for the Defence of Democracy (CNDD-FDD), signed at Dar-es-Salaam, United Republic of Tanzania, on 16 November 2003 (see annex).

7. The participants in the Twentieth Summit of the Great Lakes Regional Peace Initiative on Burundi held at Dar es Salaam on 16 November 2003 approved the Pretoria protocols and witnessed the signing of the Global Ceasefire Agreement between the Transitional Government and CNDD-FDD, specifying the arrangements for implementation of all the agreements signed by the parties.

Further negotiations produced two Protocols signed at Pretoria, South Africa, on 8 October and 2 November 2003, followed by a Global Ceasefire Agreement between the Transitional Government and CNDD-FDD, the main rebel group led by Pierre Nkurunziza, signed at Dar es Salaam on 16 November 2003.

7. At the time of the mission's visit, the implementation of the Global Ceasefire Agreement signed on 16 November 2003 between the Transitional Government and CNDD-FDD (Nkurunziza) had experienced some delays.

With the support of multilateral and bilateral partners, Burundi has developed a number of strategies for peace and development, including the Peace Agreements (2000 Arusha Peace and Reconciliation Agreement for Burundi, 2003 Global Ceasefire agreement with CNDD-FDD and 2006 comprehensive ceasefire agreement with Palipehutu-FNL), the Programme of the Government of Burundi (2005-2010) and the Poverty Reduction Strategy (2007-2009).
