In that instrument of ratification, acceptance or approval, such organization shall declare the extent of its competence with respect to the matters governed by this Convention.

At the time of its accession, a regional economic integration organization shall declare the extent of its competence with respect to matters governed by this Convention.
وتعلن المنظمة الإقليمية للتكامل الاقتصادي، وقت انضمامها، نطاق اختصاصها فيما يتعلق بالمسائل التي تحكمها هذه الاتفاقية.

Chapter 17 - Matters not governed by this Convention
الفصل 17- المسائل التي لا تحكمها هذه الاتفاقية

2. The activities of armed forces during an armed conflict, as those terms are understood under international humanitarian law, which are governed by that law, are not governed by this Convention.
2 - لا تسري هذه الاتفاقية على أنشطة القوات المسلحة خلال صراع مسلح، حسبما يفهم من تلك التعابير في إطار القانون الإنساني الدولي، باعتباره القانون الذي ينظم تلك الأنشطة.

3. The activities undertaken by the military forces of a State in the exercise of their official duties, inasmuch as they are governed by other rules of international law, are not governed by this Convention.
3 - لا تسري هذه الاتفاقية على الأنشطة التي تضطلع بها القوات المسلحة لدولة ما بصدد ممارسة واجباتها الرسمية، ما دامت تنظم هذه الأنشطة قواعد أخرى من القانون الدولي.

3. In its instrument of ratification, acceptance, approval or accession, a regional economic integration organization shall declare the extent of its competence in respect of the matters governed by this Convention.
3 - تُعلن أي منظمة إقليمية للتكامل الاقتصادي في صك تصديقها على الاتفاقية أو قبولها أو الموافقة عليها أو الانضمام إليها مدى اختصاصها بالمسائل التي تنظمها هذه الاتفاقية.

That law or legislation shall apply to all matters both substantive and procedural not specifically governed by this Convention. "
وينطبق ذلك القانون أو التشريع على جميع المسائل سواء منها المتعلقة بالموضوع أو بالإجراءات والتي لا تنظمها هذه الاتفاقية. "

Such organizations shall declare, in their instruments of formal confirmation or accession, the extent of their competence with respect to matters governed by this Convention.
وتعلن تلك المنظمات، في صكوك إقرارها الرسمي أو انضمامها، نطاق اختصاصها فيما يتعلق بالمسائل التي تحكمها هذه الاتفاقية.
