Recalling its resolution 1997/30 of 21 July 1997, in which it welcomed the Guidelines for Action on Children in the Criminal Justice System, and recommended the establishment of a coordination panel on technical advice and assistance in juvenile justice,

اذ يستذكر قراره ٧٩٩١/٠٣ ، المؤرخ ١٢ تموز/ يوليه ٧٩٩١ ، بشأن ادارة قضاء اﻷحداث ، والمبادئ التوجيهية للعمل المتعلق باﻷطفال في نظام العدالة الجنائية ، المرفقة بذلك القرار ، وقراره ٨٩٩١/١٢ ، المؤرخ ٨٢ تموز/يوليه ٨٩٩١ ، بشأن معايير اﻷمم المتحدة وقواعدها في مجال منع الجريمة والعدالة الجنائية ،

Accordingly, the attention of the Commission is invited to the Guidelines for Action on Children in the Criminal Justice System, as elaborated by the Commission at its sixth session and approved by the Council in resolution 1997/30, the draft text of which was prepared by an expert group meeting.
وبناء على ذلك ، يسترعى اهتمام اللجنة أيضا الى المبادئ التوجيهية للعمل المتعلق باﻷطفال في نظام العدالة الجنائية ، بالصيغة التي أعدتها اللجنة في دورتها السادسة ووافق عليها المجلس في قراره ٧٩٩١/٠٣ ، كمشروع نص أعده اجتماع لفريق الخبراء .

1. Pursuant to Economic and Social Council resolution 1996/13 of 23 July 1996, the present Guidelines for Action on Children in the Criminal Justice System were developed at an expert group meeting held at Vienna from 23 to 25 February 1997 with the financial support of the Government of Austria. In developing the Guidelines for Action, the experts took into account the views expressed and the information submitted by Governments.
١ - عملا بقرار المجلس الاقتصادي والاجتماعي ٦٩٩١/٣١ المؤرخ ٣٢ تموز/يوليه ٦٩٩١، قام فريق من الخبراء، اجتمع في فيينا من ٣٢ إلى ٥٢ شباط/فبراير ٧٩٩١، بدعم مالي من حكومة النمسا، بوضع هذه المبادئ التوجيهية للعمل المتعلق باﻷطفال في نظام العدالة الجنائية، آخذا في الاعتبار ما أبدي من آراء وما قدمته الحكومات من معلومات.

11. Requests the Secretary-General to ensure effective cooperation between the relevant United Nations entities active in the fields of juvenile justice and drug control, in particular between the United Nations International Drug Control Programme and the Centre for International Crime Prevention, and the other organizations mentioned in the Guidelines for Action on Children in the Criminal Justice System;
١١ - يطلب الى اﻷمين العام أن يكفل التعاون الفعال بين هيئات اﻷمم المتحدة المعنية الناشطة في ميدان قضاء اﻷحداث ومراقبة المخدرات ، وخاصة بين برنامج اﻷمم المتحدة للمراقبة الدولية للمخدرات والمركز المعني بمنع الاجرام الدولي ، وسائر المنظمات المذكورة في المبادئ التوجيهية للعمل المتعلق باﻷطفال في نظام العدالة الجنائية ؛

16. Requests the Secretary-General to submit to the Commission on Crime Prevention and Criminal Justice at its ninth session a programme proposal, involving all United Nations entities mentioned in the Guidelines for Action on Children in the Criminal Justice System, by which the timely and in-depth assessment of the needs of States parties to the Convention on the Rights of the Child regarding juvenile justice reform is ensured;
٦١ - يطلب الى اﻷمين العام أن يقدم الى لجنة منع الجريمة والعدالة الجنائية في دورتها التاسعة اقتراحا بشأن برنامج تشارك فيه جميع هيئات اﻷمم المتحدة المذكورة في المبادئ التوجيهية للعمل المتعلق باﻷطفال في نظام العدالة الجنائية ، ويكفل اجراء تقييم في أوانه ومتعمق لاحتياجات الدول اﻷطراف في اتفاقية حقوق الطفل فيما يتعلق باصلاح قضاء اﻷحداث ؛

11. Requests the Secretary-General to ensure effective cooperation between the relevant United Nations entities active in the fields of juvenile justice and drug control, in particular between the United Nations International Drug Control Programme and the Centre for International Crime Prevention, and the other organizations mentioned in the Guidelines for Action on Children in the Criminal Justice System;
١١ - يطلب إلى اﻷمين العام أن يكفل التعاون الفعال بين هيئات اﻷمم المتحدة المعنية الناشطة في ميدان قضاء اﻷحداث ومراقبة المخدرات، وخاصة بين برنامج اﻷمم المتحدة للمراقبة الدولية للمخدرات ومركز منع الجريمة الدولية، وسائر المنظمات المذكورة في المبادئ التوجيهية للعمل المتعلق باﻷطفال في نظام العدالة الجنائية؛

16. Requests the Secretary-General to submit to the Commission on Crime Prevention and Criminal Justice at its ninth session a programme proposal, involving all United Nations entities mentioned in the Guidelines for Action on Children in the Criminal Justice System, by which the timely and in-depth assessment of the needs of States parties to the Convention on the Rights of the Child regarding juvenile justice reform is ensured;
٦١ - يطلب إلى اﻷمين العام أن يقدم إلى لجنة منع الجريمة والعدالة الجنائية في دورتها التاسعة اقتراحا بشأن برنامج تشارك فيه جميع هيئات اﻷمم المتحدة المذكورة في المبادئ التوجيهية للعمل المتعلق باﻷطفال في نظام العدالة الجنائية، ويكفل اجراء تقييم في أوانه ومتعمق لاحتياجات الدول اﻷطراف في اتفاقية حقوق الطفل فيما يتعلق باصلاح قضاء اﻷحداث؛

(a) Ensure that the provisions of the Convention, in particular articles 37, 39 and 40, are fully integrated into the legislation and practice of the system of juvenile justice, along with other relevant international standards in this area, such as the Beijing Rules, the Riyadh Guidelines, the United Nations Rules for the Protection of Juveniles Deprived of their Liberty and the Guidelines for Action on Children in the Criminal Justice System;
(أ) أن تكفل تضمين تشريع نظام قضاء الأحداث وعُرفه أحكامُ الاتفاقية بكاملها، لا سيما المواد 37 و39 و40 منها، مع غيرها من المعايير الدولية ذات الصلة في هذا المجال، كقواعد بيجين، ومبادئ الرياض التوجيهية، وقواعد الأمم المتحدة لحماية الأحداث المحرومين من حريتهم، والمبادئ التوجيهية المتعلقة بالإجراءات الخاصة بالأطفال في نظام العدالة الجنائية؛

(b) Ensure that the criminal justice system fully integrates into its legislation and practice the provisions of the Convention, in particular articles 37, 39 and 40, as well as other relevant international standards in this area, such as the Beijing Rules, the Riyadh Guidelines, the United Nations Rules for the Protection of Juveniles Deprived of their Liberty and the Guidelines for Action on Children in the Criminal Justice System.
(ب) أن تتأكد من أن نظام القضاء الجنائي يدمج في تشريعاته وممارساته أحكام الاتفاقية إدماجاً كاملاً، ولا سيما المواد 37 و39 و40، بالإضافة إلى معايير دولية هامة أخرى في هذا المجال، مثل قواعد بكين، ومبادئ الرياض التوجيهية، وقواعد الأمم المتحدة بشأن حماية الأحداث المجردين من حريتهم، والمبادئ التوجيهية المتعلقة بالإجراءات الخاصة بالأطفال في نظام العدالة الجنائية.

(a) Ensure that its system of juvenile justice fully includes in its legislation and practice the provisions of the Convention, in particular articles 37, 39 and 40, as well as other relevant international standards in this area, such as the Beijing Rules, the Riyadh Guidelines, the United Nations Rules for the Protection of Juveniles Deprived of their Liberty and the Guidelines for Action on Children in the Criminal Justice System;
(أ) أن تكفل أن نظامها الخاص بقضاء الأحداث يتضمن في تشريعاته وممارساته بالكامل أحكام الاتفاقية، ولا سيما المواد 37 و39 و40، فضلاً عن المعايير الدولية الأخرى ذات الصلة في هذا المجال، مثل قواعد بيجين، ومبادئ الرياض التوجيهية وقواعد الأمم المتحدة بشأن حماية الأحداث المجردين من حريتهم والمبادئ التوجيهية المتعلقة بالإجراءات الخاصة بالأطفال في نظام العدالة الجنائية؛
