The Advisory Committee recalls that, in his third progress report on the implementation of the enterprise resource planning project (A/66/381), the Secretary-General proposed measures intended to mitigate the effects of a two-year delay in the implementation of the project, in particular, a phased implementation approach.

The budget included $37.3 million for the financing of the Umoja enterprise resource planning project, in accordance with General Assembly resolution 66/246 and the estimates presented by the Secretary-General in his third progress report on Umoja (A/66/381).

44. In paragraph 22 of his third progress report on the accountability system (A/68/697), the Secretary-General recommended the following actions to accelerate the implementation of results-based management in the Secretariat:

2. In his third progress report, the Secretary-General provides information on the following aspects of the accountability system: (a) International Public Sector Accounting Standards and Umoja; (b) results-based management; (c) enterprise risk management; and (d) other initiatives to strengthen accountability.

In his third progress report (A/68/697), the Secretary-General indicates that the Management Performance Board streamlined the 2014 senior managers' compact template by focusing on the top five programmatic priorities of each senior manager and the Umoja and International Public Sector Accounting Standards projects.

Moreover, in paragraphs 40 to 45 of his third progress report on the accountability system in the United Nations Secretariat (A/68/697), the Secretary-General reported on the actions taken in this respect, including the establishment of a Secretariat-wide risk assessment process.

To mitigate the effects of the delay and loss of leadership, the Secretary-General indicated in his third progress report (A/66/381), that the Umoja Steering Committee was being chaired by the Deputy Secretary-General on an ad interim basis, and that completion of the project was anticipated at the end of 2015 instead of 2013, or two years later than originally planned.

26. Since his third progress report to the Human Rights Council following his latest visit to Myanmar from 15 to 19 February 2010, the Special Rapporteur on the situation of human rights in Myanmar released his fourth report to the Human Rights Council, on 7 March 2011 (A/HRC/16/59).

Similar concerns might be raised about other juridical situations that could be described by some sources as “constructive arrangements” - most prominently the James Bay and Northern Québec Agreement (Convention in its French version), the first in a series of so-called “comprehensive land claims settlements” in Canada - which were addressed by the Special Rapporteur in his third progress report.

17. Pursuant to General Assembly resolution 66/246, and on the basis of the estimates presented by the Secretary-General in his third progress report on the enterprise resource planning project (A/66/381), submitted to the Assembly in September 2011, it is proposed that resource requirements related to enterprise resource planning in the amount of $37,337,600 be funded from the support account for the period from 1 July 2012 to 30 June 2013.

The Committee recalls that in his third progress report on the implementation of the global field support strategy, the Secretary-General did not put forward any proposals or studies clarifying the rationale for deploying the Global Service Centre in two locations, namely, Brindisi and Valencia (see A/67/780/Add.10, para. 31), and that the Assembly reiterated its request for the comprehensive study in paragraph 5 of its resolution 67/288.
