1- تؤكد من جديد أن أخذ الرهائن يشكل، حيثما وقع وأياً كان مرتكبه، جريمة خطيرة تهدف إلى تقويض حقوق الإنسان وأنه لا يمكن تبريره أياً كانت الظروف، ولو استخدم كوسيلة لتعزيز وحماية حقوق الإنسان؛
